Note: I just installed Vista on my Mac Book Pro and the time issues went away.
This zip file contains a registry entry that will force windows to save time as universal time, not local time.
Notice: XP SP3 seems to have broken the fix.
For reference the registry modification is:
[HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\TimeZoneInformation]
"RealTimeIsUniversal"=dword:00000001
